based on googling it seems you have a sony, right?
based on http://www.bytephoto.com/forums/t4888.html it seems you should take the battery out for 30 seconds, and try again. if that doesn't work, try charging battery.
can you tell if the lens is stuck? has the camera been around humidity or sand? has it been dropped? those things might have affected it.
and, sometimes cameras just break. i'd recommend buying an SD series canon (like SD500) for your point and shoot purposes. That line is very, very solid.
